Singapore is a small market with demanding customers. People search on their phones, check Google reviews and Instagram before they visit, and expect a fast reply on WhatsApp. The competition is often one MRT stop away. And the rules on marketing messages, under the PDPA and the Do Not Call Registry, are some of the strictest in Asia.
This guide is for Singapore SMEs: cafés and restaurants, clinics, salons, tuition centres, renovation firms, aircon and cleaning services, consultancies and online shops. We'll cover how customers find you, the tools that matter for each job, the rules to follow, and a 30-day plan to put it all together.
How Singapore customers find a business
Most local purchases follow a short, mobile-first path. Someone searches Google or Google Maps for "aircon servicing Bishan" or "best laksa near me". They compare ratings and photos, glance at Instagram or TikTok, and then message on WhatsApp to ask about price or availability. If you reply quickly and clearly, you get the booking. If not, the next result gets it.
- 1Google or Maps search on a phone
- 2Reviews, photos and Instagram
- 3WhatsApp: "Got slot this Saturday?"
- 4Quote, booking or order
- 5A review after the visit
That path tells you where to put your effort:
- Google Business Profile and reviews, because they decide who appears in the map pack.
- A fast, mobile-friendly website with clear prices or price ranges, areas served and a way to contact you.
- WhatsApp, because that's where enquiries turn into bookings.
- Instagram, Facebook and TikTok, to show your work and stay remembered.
- Email, for B2B services, repeat customers and newsletters to people who opted in.
The marketing tools Singapore SMEs actually need
You don't need 15 tools. You need one for each job, and ideally fewer tools that cover several jobs.
Get found on Google and Maps
- Google Business Profile (free). Your most important listing. Pick precise categories, add your real service area, post photos every month, and reply to every review. Our Google Business Profile guide walks through all eight steps.
- Google Search Console (free). Shows which searches bring people to your site and where you rank.
- Growvia for SEO audits and rank tracking. It crawls your site, ranks issues by impact, tracks keywords from Search Console, and checks whether ChatGPT, Gemini and Perplexity recommend you. More people now ask AI assistants for recommendations, so it pays to know if you're mentioned.
Turn enquiries into bookings
- WhatsApp Business app (free) works for a solo owner with one phone.
- WhatsApp Business Platform (API) is the next step when a team shares one number, or you need approved templates for reminders and opted-in broadcasts. Growvia connects to Meta's official Cloud API with one-click setup, a template builder, broadcasts to opted-in contacts and a shared inbox with email, Instagram DMs and Messenger.
- Website forms and booking links, so enquiries outside WhatsApp are captured too. Growvia's forms add each enquiry to your pipeline and send an instant reply.
Hi, got slot for aircon servicing this Saturday? 3 units, condo in Bishan
Hi! Yes, we have 10am or 2pm this Saturday. Which works for you?
10am please
Done, booked for Sat 10am ✅ We'll send you a reminder on Friday.
That Friday reminder is sent outside WhatsApp's 24-hour reply window, so it needs an approved utility template. Our WhatsApp Business guide explains templates and the 24-hour rule.
Show up on social media
- Meta Business Suite (free) for basic Facebook and Instagram scheduling.
- Growvia to write captions with AI, design on-brand images and publish to Facebook, Instagram, YouTube and Google Business Profile on a schedule. Plan a week of posts in one sitting.
- Canva for one-off designs and print materials.
Email for B2B and repeat customers
- Growvia sends personal emails and follow-up sequences from your own mailbox, and stops when someone replies.
- Brevo or Zoho Campaigns if you send large newsletters. Both have free plans. Compare them in our Mailchimp alternatives guide.
Singapore's marketing rules, in plain English
This is where many SMEs get caught out. Singapore has three overlapping sets of rules for marketing messages.
The PDPA: consent for personal data
The Personal Data Protection Act requires you to get consent to collect and use someone's personal data for marketing, tell them the purpose, and let them withdraw that consent. A general "I agree to the terms" checkbox isn't enough for marketing. Ask clearly and separately.
The Do Not Call (DNC) Registry: phone numbers
The DNC provisions cover marketing messages to Singapore phone numbers: voice calls, SMS, MMS, fax, and messages through phone-number-based apps such as WhatsApp. Before sending a marketing message to a Singapore number, you must check the DNC Registry, unless the person has given you clear and unambiguous consent to receive marketing on that number.
A few points that matter for SMEs:
- Consent beats the registry. If someone clearly opted in to your WhatsApp or SMS marketing, you can message them even if their number is on the DNC Registry. Keep a record of that consent.
- Pure service messages are different. Booking confirmations and appointment reminders without promotional content generally aren't "specified messages" under the DNC rules.
- B2B is mostly excluded. Marketing messages sent to organisations for business purposes generally fall outside the DNC provisions.
- Penalties are serious. Organisations can face financial penalties of up to S$1 million for breaching the DNC provisions.
The Spam Control Act: bulk email and SMS
The Spam Control Act covers unsolicited commercial email and SMS sent in bulk. Messages need an unsubscribe facility, and unsolicited ones must be labelled "<ADV>" in the subject or opening. The simplest way to stay safe is to email only people who opted in, and include a working unsubscribe link in every message.
- Ask for marketing consent separately, with an unticked box
- Say which channels you'll use: email, WhatsApp, SMS
- Record when and where each person agreed
- Check the DNC Registry before messaging numbers without clear consent
- Put an unsubscribe or "reply STOP" in every marketing message
- Act on opt-outs quickly, across every tool
How Growvia helps: forms can include a WhatsApp opt-in checkbox, and opt-in is recorded on each lead. Broadcasts go only to leads who agreed. Every email has a one-click unsubscribe, and unsubscribed or bounced leads are skipped. Growvia doesn't check the DNC Registry for you, so rely on clear, recorded consent for marketing to Singapore numbers.
A realistic budget for a Singapore SME
Here's a lean setup that covers every job above, with prices in US dollars as most tools bill in USD:
| Job | Tool | Monthly cost |
|---|---|---|
| Google and Maps listing | Google Business Profile | Free |
| Search data | Google Search Console | Free |
| SEO, AI search, forms, email, WhatsApp, inbox, social publishing | Growvia | Free, or $19 on Pro |
| WhatsApp message fees | Paid to Meta per delivered template message | Depends on volume |
| Large newsletters (optional) | Brevo or Zoho Campaigns | Free tier to start |
| Design | Canva | Free tier to start |
WhatsApp message fees are charged by Meta on your own WhatsApp Business account. Replies inside the 24-hour customer service window are free, while template messages are charged by category and country. Check Meta's pricing page for current Singapore rates.

Common mistakes Singapore SMEs make
- Blasting WhatsApp promotions to a contact list. Without clear consent, that can breach the DNC rules and get your number restricted by Meta.
- No prices or price ranges. Singapore customers compare quickly. "From S$80" beats "contact us for pricing".
- Ignoring reviews. Reply to every review, good or bad, within a few days. Our Google reviews guide has templates.
- A slow mobile site. Most of your visitors are on phones. Check your Core Web Vitals.
- Too many disconnected tools. Leads slip through when chats, forms and emails live in different places.
Frequently asked questions
Can I send WhatsApp marketing messages in Singapore?
Yes, to people who have given you clear consent to receive marketing on WhatsApp, or after checking that their number isn't on the DNC Registry. On the WhatsApp Business Platform you also need approved templates to start conversations, and Meta's own opt-in rules apply.
Do I need to check the DNC Registry for emails?
No. The DNC Registry covers Singapore phone numbers. Email marketing is covered by the PDPA and the Spam Control Act, so get consent and include an unsubscribe link.
What's the best free marketing tool for a Singapore small business?
Google Business Profile is the most valuable free tool for any local business. For an all-in-one free plan, Growvia includes SEO audits, rank tracking, a website form, email from your mailbox, WhatsApp, a shared inbox and scheduled social posts.
Which social platforms matter most in Singapore?
For most local SMEs, Instagram and Facebook remain core, with TikTok growing fast for food, beauty and retail. LinkedIn matters for B2B services. Focus on one or two platforms and post consistently rather than spreading thin.
Does Growvia support Singapore businesses?
Yes. Google Search Console, Google Business Profile, Meta's WhatsApp Cloud API, Facebook, Instagram and YouTube all work in Singapore, and you can connect any email provider.
